Verdict
The clearest difference is update cadence: TB Spectrogram at every 3 weeks against NA Tuner's every 17 months. TB Spectrogram also leads on iOS requirement (13.0 vs 15). NA Tuner's advantage is monetization model (ad-supported vs paid) and rating (4.7 vs 4.4). On price, review sentiment, ratings volume and ads there is nothing between them.
