Verdict
The clearest difference is update cadence: Network Kit at every 9 days against NetTools's every 3 months. Network Kit also leads on device support (3 vs 1) and iOS requirement (11.0 vs 17.2). NetTools's advantage is ratings volume (54 vs 7). On price, rating, ads and in-app purchases there is nothing between them.

Both are free to download. NetTools sells 1 one-off in-app purchase and Network Kit sells 3 in-app purchases, starting at $0.99 per month. Whichever you choose, the download price is not the number that matters.
On the App Store both sit at effectively the same score — 4.9 for NetTools against 4.9 for Network Kit. That said, the two scores are not equally well evidenced: NetTools has 54 ratings behind it against 7, so its average is the more settled of the two.
