Verdict
The clearest difference is rating: DogMode at 5.0 against Holiday Splash Pass's 2.8. Holiday Splash Pass's advantage is ratings volume (70 vs 1) and update cadence (every 12 months vs every 28 months). On price, ads, in-app purchases and monetization model there is nothing between them.
