Verdict
The clearest difference is in-app purchases: Music Theory 101 at none against Clefs's 1. Music Theory 101 also leads on ratings volume (70 vs 2) and iOS requirement (15.0 vs 18.0). Clefs's advantage is rating (5.0 vs 4.8). On price, update cadence, ads and device support there is nothing between them.

Both are free to download. Clefs sells 1 one-off in-app purchase. Music Theory 101 asks for nothing beyond the download.
Clefs holds the better App Store score, 5.0 against 4.8. That said, the two scores are not equally well evidenced: Music Theory 101 has 70 ratings behind it against 2, so its average is the more settled of the two.
