Both are free to download. Ninja Hands 2 sells 4 one-off in-app purchases. Ninja Magic 3D asks for nothing beyond the download.
Ninja Hands 2 holds the better App Store score, 4.5 against 2.8. That said, the two scores are not equally well evidenced: Ninja Hands 2 has 290 ratings behind it against 8, so its average is the more settled of the two. Written reviews complicate that: 100% of Ninja Magic 3D's written reviews are positive against 37% of Ninja Hands 2's, so the app with the better star average is not the one people write more warmly about.
