Verdict
The clearest difference is in-app purchases: OfficeTime Work & Time Tracker at none against Timelogger Plus's 3. OfficeTime Work & Time Tracker also leads on iOS requirement (13.0 vs 26.0). Timelogger Plus's advantage is rating (4.6 vs 4.2) and update cadence (every 2 weeks vs every 2 months). On price, review sentiment, ratings volume and ads there is nothing between them.

Both are free to download. Timelogger Plus sells 3 in-app purchases, starting at $1.99 per month. OfficeTime Work & Time Tracker asks for nothing beyond the download.
Timelogger Plus holds the better App Store score, 4.6 against 4.2. Both are backed by a comparable volume of ratings — 33 and 76 respectively. Written reviews complicate that: 80% of OfficeTime Work & Time Tracker's written reviews are positive against 76% of Timelogger Plus's, so the app with the better star average is not the one people write more warmly about.
