Verdict

The call

The clearest difference is review sentiment: PianoStream at 94% against MusicSoft Manager's 14%. PianoStream also leads on rating (4.8 vs 2.6) and update cadence (every 2 months vs every 8 months). MusicSoft Manager's advantage is monetization model (free with in-app purchases vs subscription) and iOS requirement (14.0 vs 17.0). On price, ads, in-app purchases and device support there is nothing between them.
