Verdict
The clearest difference is rating: Network Utility at 4.6 against LTE Manager's 2.3. Network Utility also leads on review sentiment (81% vs 41%) and ratings volume (625 vs 32). LTE Manager's advantage is update cadence (every 4 days vs every 2 months) and iOS requirement (16.0 vs 18.6). On price, ads, in-app purchases and monetization model there is nothing between them.
