Verdict

The call

Network Utility and IP Tools both sit at 4.6 stars, but that hides the real split: 81% of Network Utility's written reviews are positive against 59% of IP Tools's. Network Utility also leads on ratings volume (625 vs 37). IP Tools's advantage is update cadence (monthly vs every 2 months) and iOS requirement (14.0 vs 18.6). On price, rating, ads and in-app purchases there is nothing between them.
