Verdict
The clearest difference is rating: Finger Timer at 4.2 against Chess Timer's 3.0. Finger Timer also leads on ratings volume (345 vs 6). Chess Timer's advantage is monetization model (free vs free with in-app purchases) and iOS requirement (8.0 vs 13.0). On price, review sentiment, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Finger Timer holds the better App Store score, 4.2 against 3.0. That said, the two scores are not equally well evidenced: Finger Timer has 345 ratings behind it against 6, so its average is the more settled of the two. Written reviews complicate that: 75% of Finger Timer's written reviews are positive against 82% of Chess Timer's, so the app with the better star average is not the one people write more warmly about.
