Verdict

The call

The clearest difference is rating: View Cookies at 2.3 against IP Test's 1.0. View Cookies also leads on update cadence (daily vs every 39 months) and ratings volume (3 vs 1). IP Test's advantage is review sentiment (50% vs 33%) and price ($0.99 vs $1.99). On ads, in-app purchases, monetization model and device support there is nothing between them.
