The Communications Regulatory Authority (CRA) is the communications regulator in the state of Qatar established by virtue of Emiri Decree (42) in 2014. CRA regulates the communications & infoology and postal sectors, and access to digital media. Arsel is the Communications Regulatory Authority’s mobile app to empower telecom consumers in Qatar. The data collected through the app will help CRA to work with the service providers to improve the quality of services in the country. The word Arsel means “to send” in Arabic, and CRA hopes the app, will indeed help consumers communicate directly with us. Verdict
The clearest difference is rating: Ooredoo Qatar at 4.0 against Arsel's 3.0. Ooredoo Qatar also leads on update cadence (every 2 weeks vs every 9 months) and ratings volume (8.7K vs 2). Arsel's advantage is device support (3 vs 1) and iOS requirement (11.0 vs 16.6). On price, review sentiment, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Ooredoo Qatar holds the better App Store score, 4.0 against 3.0. That said, the two scores are not equally well evidenced: Ooredoo Qatar has 8.7K ratings behind it against 2, so its average is the more settled of the two. Written reviews complicate that: 42% of Ooredoo Qatar's written reviews are positive against 50% of Arsel's, so the app with the better star average is not the one people write more warmly about.
Ooredoo Qatar ships an update every 2 weeks, Arsel every 9 months. The most recent releases landed on November 1, 2026 and October 2, 2026 respectively.
