Verdict
The clearest difference is rating: Esri Events at 4.7 against WebEOC's 3.7. Esri Events also leads on review sentiment (57% vs 33%) and ratings volume (1.3K vs 20). WebEOC's advantage is update cadence (every 5 weeks vs every 3 months) and iOS requirement (15.5 vs 17.0). On price, ads, in-app purchases and monetization model there is nothing between them.
