Verdict
The clearest difference is ratings volume: OTV at 88 against LebanonFiles's 5. OTV also leads on update cadence (every 2 months vs every 5 months). LebanonFiles's advantage is iOS requirement (11.4 vs 15.1). On price, rating, review sentiment and ads there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 3.7 for OTV against 3.8 for LebanonFiles. That said, the two scores are not equally well evidenced: OTV has 88 ratings behind it against 5, so its average is the more settled of the two. Written reviews are what separate them: 45% of OTV's written reviews are positive against 50% of LebanonFiles's.
OTV ships an update every 2 months, LebanonFiles every 5 months. Both last shipped on November 1, 2026.
