Verdict

The call

The clearest difference is review sentiment: Prokedex at 82% against RouteDex's 0%. Prokedex also leads on rating (4.8 vs 3.0) and ratings volume (1K vs 2). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Prokedex sells 1 one-off in-app purchase and RouteDex sells 3 one-off in-app purchases. Whichever you choose, the download price is not the number that matters.

ReceptionRating · Positive reviews · Number of ratings

Prokedex holds the better App Store score, 4.8 against 3.0. That said, the two scores are not equally well evidenced: Prokedex has 1K ratings behind it against 2, so its average is the more settled of the two. Written reviews point the same way: 82% of Prokedex's written reviews are positive against 0% of RouteDex's.
