Verdict
Pebby Forevee and AKIRA both sit at 4.9 stars, but that hides the real split: 75% of Pebby Forevee's written reviews are positive against 47% of AKIRA's. AKIRA's advantage is monetization model (ad-supported vs free with in-app purchases) and ratings volume (2K vs 263). On price, rating, update cadence and ads there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 4.9 for Pebby Forevee against 4.8 for AKIRA. That said, the two scores are not equally well evidenced: AKIRA has 2K ratings behind it against 263, so its average is the more settled of the two.
