Verdict
The clearest difference is ads: LocalTV+ at none against Frank's shown. LocalTV+ also leads on review sentiment (90% vs 67%) and ratings volume (173 vs 3). Frank's advantage is rating (5.0 vs 4.8). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Frank holds the better App Store score, 5.0 against 4.8. That said, the two scores are not equally well evidenced: LocalTV+ has 173 ratings behind it against 3, so its average is the more settled of the two. Written reviews complicate that: 67% of Frank's written reviews are positive against 90% of LocalTV+'s, so the app with the better star average is not the one people write more warmly about.
Frank ships an update every 10 months, LocalTV+ every 4 months. The most recent releases landed on October 3, 2026 and October 18, 2026 respectively.
