Verdict
The clearest difference is review sentiment: RotaryLearn at 67% against PMI Official's 17%. PMI Official's advantage is rating (4.9 vs 4.2) and ratings volume (415 vs 5). On price, update cadence, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
PMI Official holds the better App Store score, 4.9 against 4.2. That said, the two scores are not equally well evidenced: PMI Official has 415 ratings behind it against 5, so its average is the more settled of the two. Written reviews complicate that: 67% of RotaryLearn's written reviews are positive against 17% of PMI Official's, so the app with the better star average is not the one people write more warmly about.
RotaryLearn ships an update every 2 months, PMI Official every 6 weeks. The most recent releases landed on October 6, 2026 and October 19, 2026 respectively.
