Verdict
The clearest difference is rating: Scrubee at 5.0 against Pebble Core's 4.5. Scrubee also leads on update cadence (every 2 days vs every 11 days). Pebble Core's advantage is in-app purchases (none vs 5) and ratings volume (71 vs 1). On price, ads, device support and iOS requirement there is nothing between them.
