Archmage Idle is free to download; Scritchy Scratchy costs $6.99 up front. Scritchy Scratchy sells 1 one-off in-app purchase and Archmage Idle sells 9 one-off in-app purchases. Whichever you choose, the download price is not the number that matters.
Scritchy Scratchy holds the better App Store score, 4.9 against 4.5. That said, the two scores are not equally well evidenced: Scritchy Scratchy has 2.8K ratings behind it against 72, so its average is the more settled of the two. Written reviews complicate that: 74% of Scritchy Scratchy's written reviews are positive against 77% of Archmage Idle's, so the app with the better star average is not the one people write more warmly about.
