Verdict
The clearest difference is rating: Meraki at 4.7 against OCEAView Mobile's 2.3. Meraki also leads on ratings volume (1.4K vs 3) and update cadence (fortnightly vs every 2 months). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Meraki holds the better App Store score, 4.7 against 2.3. That said, the two scores are not equally well evidenced: Meraki has 1.4K ratings behind it against 3, so its average is the more settled of the two.
Meraki ships an update fortnightly, OCEAView Mobile every 2 months. The most recent releases landed on November 1, 2026 and November 3, 2026 respectively.
