The clearest difference is ratings volume: Hoosier Lottery at 58K against WASK's 22. Hoosier Lottery also leads on update cadence (every 6 weeks vs every 7 months). WASK's advantage is iOS requirement (13.0 vs 15.0). On price, rating, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 4.8 for Hoosier Lottery against 4.7 for WASK. That said, the two scores are not equally well evidenced: Hoosier Lottery has 58K ratings behind it against 22, so its average is the more settled of the two.
