Verdict
The clearest difference is ads: Fuel Forward at none against CTS Reward's shown. Fuel Forward also leads on ratings volume (67K vs 45) and monetization model (free vs ad-supported). CTS Reward's advantage is iOS requirement (12.0 vs 15.6). On price, rating, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 4.9 for Fuel Forward against 4.9 for CTS Reward. That said, the two scores are not equally well evidenced: Fuel Forward has 67K ratings behind it against 45, so its average is the more settled of the two.
