Verdict
The clearest difference is monetization model: BulsatcomTV at free against Neterra.TV's subscription. BulsatcomTV also leads on iOS requirement (11.0 vs 15.0). Neterra.TV's advantage is ratings volume (58 vs 7). On price, rating, review sentiment and update cadence there is nothing between them.
