Verdict
The clearest difference is rating: Clorox Pool at 4.6 against Inopool's 3.7. Clorox Pool also leads on ratings volume (29K vs 3) and iOS requirement (12.0 vs 14.0). Inopool's advantage is review sentiment (50% vs 14%) and ads (none vs shown). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Clorox Pool holds the better App Store score, 4.6 against 3.7. That said, the two scores are not equally well evidenced: Clorox Pool has 29K ratings behind it against 3, so its average is the more settled of the two. Written reviews complicate that: 14% of Clorox Pool's written reviews are positive against 50% of Inopool's, so the app with the better star average is not the one people write more warmly about.
