Verdict
The clearest difference is rating: VeVe Comics Reader at 4.2 against Comic Book Viewer's 3.8. VeVe Comics Reader also leads on update cadence (monthly vs every 3 months) and iOS requirement (12.0 vs 15.6). Comic Book Viewer's advantage is monetization model (free vs free with in-app purchases). On price, review sentiment, ratings volume and ads there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
VeVe Comics Reader holds the better App Store score, 4.2 against 3.8. Both are backed by a comparable volume of ratings — 135 and 56 respectively.
