Verdict
The clearest difference is in-app purchases: Promise 89.7 at none against Living Scriptures's 8. Promise 89.7 also leads on rating (5.0 vs 4.7) and iOS requirement (13.0 vs 17.0). Living Scriptures's advantage is ratings volume (10K vs 3). On price, ads and device support there is nothing between them.

Both are free to download. Living Scriptures sells 8 in-app purchases, starting at $9.99 per month. Promise 89.7 asks for nothing beyond the download.
Promise 89.7 holds the better App Store score, 5.0 against 4.7. That said, the two scores are not equally well evidenced: Living Scriptures has 10K ratings behind it against 3, so its average is the more settled of the two.
