It first appeared remote access enabled was required to use this app and the standard ubiquiti support even said as much. However the mobile team shared how to access the console from this app with remote access disabled. Create a local account on the console then log out of your ubiquiti account in the app if you were logged in. I had to give invalid info to get a new option to pop up at the bottom for proceed locally. Tap that and use the local account login info and you’re in with remote access still disabled.

Hi, we’d like to help. Local network access hasn't been removed, it's actually the opposite - we've expanded it and for a year now it's possible to manually provide an IP address for access. Please reach out to us at mobile-support@ui.com so we can provide assistance!
