I can’t get my pictures back from iCloud and no one seems to care or they would get back to me..

I have backed up my iPhone to my pc because I bought another iPhone so tried to download my backup on to my new phone and iCloud has cocked it all up it will not let me download my backup so I have lost everything thanks iCloud a load of rubbish
