App not available in US store

I have been trying to use the app: i can download it but when open for the first time it asks me for a country. Even when in France and choosing France as a country, it will not works saying either that there is a network error or that the app is not available on the US store.

Bad App

The app shows a error message with the connection with the Apple app. No trouble shooting available online. The sales individuals from the dealer don't have a clue what to do to fix it.
