Verdict
The clearest difference is update cadence: Tommy's Express at every 9 days against ULM Safe's every 4 months. Tommy's Express also leads on ratings volume (5.5K vs 32) and chart position (#180 vs unranked). ULM Safe's advantage is monetization model (free vs free with in-app purchases) and device support (4 vs 1). On price, rating, review sentiment and ads there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Tommy's Express holds the better App Store score, 4.6 against 4.4. That said, the two scores are not equally well evidenced: Tommy's Express has 5.5K ratings behind it against 32, so its average is the more settled of the two. Written reviews complicate that: 28% of Tommy's Express's written reviews are positive against 33% of ULM Safe's, so the app with the better star average is not the one people write more warmly about.
Tommy's Express ships an update every 9 days, ULM Safe every 4 months. Both last shipped on October 29, 2026.
