Verdict
The clearest difference is ads: Hall Construction at none against PC Express's shown. Hall Construction also leads on rating (5.0 vs 4.7) and monetization model (free vs ad-supported). PC Express's advantage is update cadence (every 2 weeks vs every 9 months) and ratings volume (1.7K vs 1). On price, in-app purchases and device support there is nothing between them.
