Verdict
The clearest difference is rating: Puma Browser at 4.3 against XR Browser's 3.6. Puma Browser also leads on ratings volume (147 vs 12). XR Browser's advantage is review sentiment (100% vs 66%) and iOS requirement (12.1 vs 17.0). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Puma Browser holds the better App Store score, 4.3 against 3.6. That said, the two scores are not equally well evidenced: Puma Browser has 147 ratings behind it against 12, so its average is the more settled of the two. Written reviews complicate that: 66% of Puma Browser's written reviews are positive against 100% of XR Browser's, so the app with the better star average is not the one people write more warmly about.
