Verdict
The clearest difference is review sentiment: XR Browser at 100% against Private Web Incognito Browser's 57%. XR Browser also leads on ads (none vs shown) and monetization model (free vs ad-supported). Private Web Incognito Browser's advantage is rating (4.5 vs 3.6) and ratings volume (209 vs 12). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Private Web Incognito Browser holds the better App Store score, 4.5 against 3.6. That said, the two scores are not equally well evidenced: Private Web Incognito Browser has 209 ratings behind it against 12, so its average is the more settled of the two. Written reviews complicate that: 100% of XR Browser's written reviews are positive against 57% of Private Web Incognito Browser's, so the app with the better star average is not the one people write more warmly about.
