Verdict
The clearest difference is review sentiment: Resize Now! at 100% against GlobeOne's 10%. Resize Now! also leads on rating (5.0 vs 4.5). GlobeOne's advantage is in-app purchases (none vs 1) and ratings volume (7.6K vs 1). On price and ads there is nothing between them.

Both are free to download. Resize Now! sells 1 one-off in-app purchase. GlobeOne asks for nothing beyond the download.
Resize Now! holds the better App Store score, 5.0 against 4.5. That said, the two scores are not equally well evidenced: GlobeOne has 7.6K ratings behind it against 1, so its average is the more settled of the two. Written reviews point the same way: 10% of GlobeOne's written reviews are positive against 100% of Resize Now!'s.
