Verdict
The clearest difference is review sentiment: ChargeBug at 100% against EcoNet's 15%. ChargeBug also leads on rating (5.0 vs 4.4). EcoNet's advantage is ratings volume (14K vs 7) and iOS requirement (16.0 vs 26.2). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
ChargeBug holds the better App Store score, 5.0 against 4.4. That said, the two scores are not equally well evidenced: EcoNet has 14K ratings behind it against 7, so its average is the more settled of the two. Written reviews point the same way: 15% of EcoNet's written reviews are positive against 100% of ChargeBug's.
