Verdict
The clearest difference is review sentiment: RM Telegram at 100% against WITN News's 12%. RM Telegram also leads on rating (3.9 vs 2.8) and monetization model (free vs ad-supported). WITN News's advantage is update cadence (every 5 weeks vs every 4 months) and ratings volume (195 vs 10). On price, ads, in-app purchases and device support there is nothing between them.
