About NOFFS Developed by the Navy in partnership with EXOS (formerly Athlete’s Performance Institute), the Navy Operational Fitness and Fueling System (NOFFS) is designed to provide the Navy with a "world-class" performance training resource for Sailors, as well as Navy health and fitness professionals. Using the latest sports science methodologies, NOFFS combines both human performance and injury prevention strategies, resulting in safer training while yielding positive human performance outcomes. The exercises used in the NOFFS program are designed to replicate the activities Sailors conduct in their operational duties: lifting, pushing, pulling, and carrying. Developed as a complete fitness package, the fueling strategies allow you to determine your total caloric needs based on your personal goals, whether your desire is to lose, maintain or gain weight. The meal builder enables you to choose high-octane foods for each meal, populate your meal plan a week at a time, and email it to yourself. Finally, the regeneration component of this series will assist you with addressing and preventing common aches and pains. The soft tissue release techniques combined with the flexibility routine restores muscular balance and ensures you develop and maintain the mobility necessary for high-level performance.

Verdict
The clearest difference is rating: MOVE! Coach at 4.2 against NOFFS Operational's 3.3. MOVE! Coach also leads on update cadence (every 3 months vs every 31 months) and ratings volume (497 vs 14). NOFFS Operational's advantage is review sentiment (53% vs 21%) and iOS requirement (9.0 vs 16.0). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
MOVE! Coach holds the better App Store score, 4.2 against 3.3. That said, the two scores are not equally well evidenced: MOVE! Coach has 497 ratings behind it against 14, so its average is the more settled of the two. Written reviews complicate that: 53% of NOFFS Operational's written reviews are positive against 21% of MOVE! Coach's, so the app with the better star average is not the one people write more warmly about.
NOFFS Operational ships an update every 31 months, MOVE! Coach every 3 months. The most recent releases landed on June 9, 2026 and September 24, 2026 respectively.
