Verdict
The clearest difference is rating: Scoutly at 4.4 against OakScanner's 3.7. Scoutly also leads on update cadence (every 10 days vs every 5 months) and ratings volume (872 vs 14). OakScanner's advantage is in-app purchases (none vs 2) and review sentiment (73% vs 51%). On price, ads and device support there is nothing between them.

Both are free to download. Scoutly sells 2 in-app purchases, starting at $14.99 per month. OakScanner asks for nothing beyond the download.
Scoutly holds the better App Store score, 4.4 against 3.7. That said, the two scores are not equally well evidenced: Scoutly has 872 ratings behind it against 14, so its average is the more settled of the two. Written reviews complicate that: 51% of Scoutly's written reviews are positive against 73% of OakScanner's, so the app with the better star average is not the one people write more warmly about.
Scoutly ships an update every 10 days, OakScanner every 5 months. The most recent releases landed on October 23, 2026 and October 24, 2026 respectively.
