Verdict
The clearest difference is review sentiment: EC Ruler at 100% against Ruler®'s 22%. EC Ruler also leads on in-app purchases (none vs 2) and iOS requirement (11.0 vs 15.0). Ruler®'s advantage is ratings volume (35K vs 1) and rating (4.3 vs 4.0). On price, update cadence, ads and device support there is nothing between them.

Both are free to download. Ruler® sells 2 in-app purchases, starting at $1.99 per 7 days. EC Ruler asks for nothing beyond the download.
Ruler® holds the better App Store score, 4.3 against 4.0. That said, the two scores are not equally well evidenced: Ruler® has 35K ratings behind it against 1, so its average is the more settled of the two. Written reviews complicate that: 22% of Ruler®'s written reviews are positive against 100% of EC Ruler's, so the app with the better star average is not the one people write more warmly about.
Both ship on a similar rhythm, roughly every 2 months. The most recent releases landed on October 14, 2026 and October 3, 2026 respectively.
