Hey,

1) You can change the language to english, as of now I just clicked “fermer” in the bottom left and then clicked the three lines in the top right and english was an option.

2) Yes this is the parking app you are looking for in Quebec City.

French only???

This is only available as a French only language. No English support. So stupid as if they did offer it, maybe more people would be using this method of parking payment and saving Quebec money in the meantime. The meters offer English support, so should the app!
