Can’t get it to open

I can’t get this app to open. I wanted to set up an account on my Social Security benefits. I’ve tried several several times they say they sent email and that email I haven’t shown up yet. It’s been an hour plus

I can’t even create an account!!

I need to sign on to this app because I need to find out what’s going on for this new tax year. However, I can’t seem to find a button or a place to click so I can start an account. No wonder the app only has a 2.4 rating, it’s extremely hard to make it work for you and navigate!
