Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
CEIA OPENGATE holds the better App Store score, 3.7 against 2.1. That said, the two scores are not equally well evidenced: Horace Mann Mobile has 53 ratings behind it against 6, so its average is the more settled of the two. Written reviews complicate that: 23% of Horace Mann Mobile's written reviews are positive against 0% of CEIA OPENGATE's, so the app with the better star average is not the one people write more warmly about.
Horace Mann Mobile ships an update monthly, CEIA OPENGATE every 2 months. The most recent releases landed on October 23, 2026 and October 19, 2026 respectively.
