Verdict
The clearest difference is review sentiment: Auburn Safety at 50% against Top Hat's 15%. Auburn Safety also leads on rating (5.0 vs 4.6) and iOS requirement (13.0 vs 17.0). Top Hat's advantage is ratings volume (23K vs 10) and update cadence (every 2 weeks vs every 3 months). On price, ads, in-app purchases and monetization model there is nothing between them.
