Says it needs an internet connection even when there is one. Website is the way to go.

This app is so slow and the whole app is just the website in a webview anyway. Extremely disappointed in downloading it.
Working Again
Like others, it had stopped working for me. Decided to try it again in summer 2020 after getting a text notification about my quarterly bill. Redownloaded it; seems to be working again. It shows my recent bills and meter readings.
Inconvenient
The previous Version of utili was working and very convenient to pay and monitor. Ever since, it has been upgraded to this new app, it never opens. It says synchronizing and ends up in an error. I’ve to call in to make payments. Very inconvenient for me because all my payments are on time and scheduled online. Now I can’t schedule them on time. Can you please remove or upgrade this app.

The app keeps synchronizing up to step 2/3 l, it will get to 99% and 100% then error just before step 3 takes place.

Worked for a while, hasn’t in months. Neglected App
This app is no longer working or made compatible for software updates. It’s sad when something this useful is being neglected when we supposedly live in the best community in America and can’t even use an app to pay our water bill. Really?
The new app
It doesn’t work it doesn’t matter you can try to log in a million times it always says under maintenance it never open nothing else just gives you the phone number to call them!!! What’s going on with this new app??????

This app doesn’t work at all. Also I can’t pay my bill on the site from my phone. The pop ups don’t scroll. Very inconvenient.

When it works, it’s convenient. But most of the time there’s an error message. One thing that would be nice is if it saved your payment info so you wouldn’t have to enter it every single time. Once the bugs get fixed it will be great.

The Keyboard pops up in the wrong spot (over entry fields), and any pick lists do not work. Impossible to enter payment info.
Unusable
I downloaded the app and tried to log in, but it kept showing the message “Internal Server Error” repeatedly. This rendered the app useless, as I couldn’t navigate any screens. Upon investigating the app’s history, it seems that this is an entirely neglected application, having not been updated in years.
Not sure why the Howard County Department of Finance would be promoting this application if it’s been left ignored by developers all this time.
