Cant get past ‘Enable face id’

I enabled face ID for the app from home screen and it still wants me to hit the enable face I'd, yet the screen is so long I can't scroll down and hit it- it pops back up— (put the button at the top or middle)! I have uninstalled and reinstalled - on Apple iphone
