Verdict
The clearest difference is rating: NYC 311 at 3.0 against HRa Mobile's 2.0. NYC 311 also leads on ratings volume (428 vs 1). HRa Mobile's advantage is review sentiment (50% vs 19%) and iOS requirement (7.0 vs 16.0). On price, update cadence, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
NYC 311 holds the better App Store score, 3.0 against 2.0. That said, the two scores are not equally well evidenced: NYC 311 has 428 ratings behind it against 1, so its average is the more settled of the two. Written reviews complicate that: 19% of NYC 311's written reviews are positive against 50% of HRa Mobile's, so the app with the better star average is not the one people write more warmly about.
NYC 311 ships an update monthly, HRa Mobile every 6 weeks. The most recent releases landed on October 14, 2026 and October 2, 2026 respectively.
