Verdict
PagerDuty and VOLT both sit at 4.8 stars, but that hides the real split: 100% of VOLT's written reviews are positive against 25% of PagerDuty's. VOLT also leads on monetization model (free vs ad-supported). PagerDuty's advantage is ratings volume (5.2K vs 12) and iOS requirement (18.0 vs 26.0). On price, rating, update cadence and ads there is nothing between them.
