Verdict
The clearest difference is monetization model: congstar at free against Penny Mobil's free with in-app purchases. congstar also leads on rating (4.5 vs 4.2) and ratings volume (277 vs 15). On price, review sentiment, update cadence and ads there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
congstar holds the better App Store score, 4.5 against 4.2. That said, the two scores are not equally well evidenced: congstar has 277 ratings behind it against 15, so its average is the more settled of the two. Written reviews complicate that: 73% of congstar's written reviews are positive against 80% of Penny Mobil's, so the app with the better star average is not the one people write more warmly about.
Both ship on a similar rhythm, roughly fortnightly. The most recent releases landed on October 29, 2026 and October 24, 2026 respectively.
