Request pine Tree Trim and/or change tree in Riverwalk Pkwy but didn’t happen

I requested multiple times for trim tree at Riverwalk pkwy, but never get resolved. The tree always throwing needles and pine wood into my backyard all years long. It supposedly replace with cypress tree per email several years ago, but never happened.
